For the purposes of the project “Enhancing informative journalism facilitating the business environment in Albania”, funded by German Development Cooperation GIZ Office in Albania, Fast News Economy represented by Aurora Sulce opens a:

CALL FOR SUBMISSION OF BIDS

for procurement of service of Development of Web Tools.

1. Contracting authority

Fast News Economy (Aurora Sulce PF) will contract a Web Developer Specialist in the framework of “Enhancing informative journalism facilitating the business environment in Albania” project.

2. Information about the project

Fast News Economy portal’s main goal is to compile analysis of the socio-economic situation in Albania in comparison with the countries of the Western Balkan region, aiming to promote qualitative journalism and sustainable media coverage of economic development. Through video reporting and articles, Fast News Economy aims to outreach different target groups, specifically young people, by providing in depth analysis on topics related to developments in the Republic of Albania.

The portal is already developed, maintained by self-insured plans that create sustainability of the initiative in long terms. The vision of Fast News Portal is to create an environment where the business operators can access the necessary information, based on fact checking and in-depth analysis. In medium-terms, Fast News Economy aims to publish articles targeting diaspora. Within this frame, the purpose of this project is to publish a cycle of written articles, targeting an audience of young people, to initiate an innovative perspective of journalism by presenting comparative analysis that are easily understood by the audience and that affect their socio-economic activities, as well.

An IT expert will be engaged in the project to create this informative space, according to the requirements of the project’s working group

3. Subject of the service contract

The subject of the service contract is to enable the creation of an informative space for the official website of Fast News Economy by Aurora Sulce within the framework of this project, based on a strategic posting of the activities of the project.

The engagement period is 20 working days, in compliance with the duration of the project.

4. Assignment timetable

This assignment is expected to start on the 13^th of September until 31^st of October 2024. The assignment of Web Developer Specialist is foreseen to be in total 20 working days.

5. Duties and responsibilities

• The Web Developer Specialist should create the informative space within the website in compliance with the strategic plan.
• The Web Developer Specialist should fulfill all the requirements of the project manager.

The contract may be terminated if the abovementioned requirements of this ToR are not met by the selected designer.

6. Selection criteria

• The relevant criteria for this service is the most efficient financial offer by the applicants.

7. The offer should contain the following elements:

• Financial offer signed by the applicant;

• Signed declaration for the acceptance of this ToR.

Those bids that will not contain the necessary elements or are not made according to the propositions of the call, will not be considered for further evaluation.

All applications must be submitted by 9^th of September 2024.

8. Awarding criteria

The selection of applicants will be done through evaluation of the financial offer (100%). The applicant who will receive the most points in total will be selected.

9. Payment

The payment will be discussed and decided among the contracting parties.
